Well I would think you’d go to one of the advertised links on this webpage ie: CDJapan.com or the myriad of other on-line retailers that deal in Asian product like YesAsia.com.  I hope this helps.

if the request is specifically for this film, the korean DVD (region 3 - make sure you can play it, i recommend yesasia.com as a retailer right now) is out later this month and it does have english subtitles.

however, if the request is general, it works a bit like this : the biggest licensor and subtitle provider for japanese films is america - you want a good american dvd retailer; i use dvdpacific.com for these R1 discs.

other places that relatively frequently sub japanese films include Hong Kong (i use dddhouse.com - R3 DVDs again - most of the time), korea (dvdfromkorea.com if they come back to life, otherwise yesasia.com), taiwan (R?), singapore (R3), the UK (R2; use amazon.co.uk) and sometimes japan itself (R2 yesasia or amazon.co.jp).

for all territories (except the UK) you can find all at yesasia.com but you’ll be paying a price you’ll need to compare to be certain you’re comfortable with their “includes postage” rates that often don’t compare to what you’d pay by buying directly from the country-of-issue even once postage has been factored in.
