Reviving a form of government-sanctioned murder not seen since the Edo period, The Vengeance Act allows for convicted criminals to be sent to a specified area where they are to be hunted down by hitmen. A new member of the Katsumi Vengeance Agency, Hiroshi Kanou (Tetsuji Tamayama), quickly establishes himself as an ace with his emotionless approach to assassination and unflappable resolve. Mariko Higuchi (Tsugumi), the agency’s secretary, makes sure she uses her position to manipulate a few of her own acts of revenge. She has a personal score to settle with co-worker Toshio (Hidetoshi Nishijima), and all three members of the agency seem to haunted by similar memories of a secret weapons experiment from years ago.
